Short answer

As of October 2026, immigration permission (資格外活動許可) is needed for activity outside your visa that earns income or pays remuneration; the Immigration Services Agency's pages do not say anything about unpaid volunteering. If you receive money, ask first. To start, contact the volunteer center of your local social welfare council (社会福祉協議会), which gives advice and registration, and ask about volunteer insurance (ボランティア活動保険), which cost ¥350 for the basic plan in fiscal 2022.

Volunteering in Japan is open to foreign residents, but your visa can matter. As of October 2026, the Immigration Services Agency (出入国在留管理庁, ISA) requires permission (資格外活動許可) for activity outside your status that runs an income-generating business or receives remuneration. Its pages say nothing about unpaid volunteering; the wording turns on income or remuneration, so check before you accept any money. To start, contact the volunteer center of your local social welfare council (社会福祉協議会, or 社協).

Does your visa allow it?

ISA defines the permission as needed for “an activity that runs an income-generating business or receives remuneration” that does not belong to your current status. Three points follow from its pages:

  • Paid activity outside your status needs permission. The application is free.
  • General permission covers paid activity up to 28 hours a week, according to ISA. That figure is for paid activity, not volunteering.
  • Unpaid activity is not addressed on the pages we checked. We found no official statement either way.

So if you are on a work, student or dependent visa and you will only give your time, the ISA definition refers to income or remuneration. If the group offers a meal allowance, transport money, a stipend or any other payment, check first. Working without needed permission is a visa problem; see student visa work permission for one common case.

Where to start

Most cities have a volunteer center run by the local social welfare council. City pages describe what it does:

  • Yokohama: consultation, information and registration for volunteering.
  • Kagoshima: advice, lending of equipment and venues, and matching people who want to volunteer with groups seeking volunteers.

Search the name of your city plus 社会福祉協議会 ボランティアセンター. We could not confirm English support at these centers, so email or call ahead and say you are a foreign resident.

Ask the center:

  1. Which activities need no Japanese, and which do.
  2. Whether any payment, meals or transport money is involved.
  3. Whether volunteer insurance is arranged.

Volunteer insurance

Volunteer activity insurance (ボランティア活動保険) is sold through social welfare councils. Kanagawa Prefecture’s fiscal 2022 leaflet shows:

Plan Premium per person
Basic ¥350
Natural disaster and earthquake ¥500
Specified infectious disease ¥550

Coverage runs from 1 April to 31 March; if you join mid-year it starts the day after your application is completed. The basic plan does not cover injury from earthquakes, eruptions or tsunamis. Those figures are from fiscal 2022 and may have changed, so confirm current plans with your council.

Language

  • Language. We could not confirm which roles need Japanese. Ask the center to match tasks to your level.

Rules change. Confirm anything about your status with ISA.

Questions people ask

Can I volunteer in Japan on a work or student visa?

The Immigration Services Agency says permission for activity outside your status is needed for income-generating business or activity with remuneration. Its pages do not address unpaid volunteering. If you receive any payment, or are unsure, ask the agency's information center first.

How do I find volunteer work in Japan?

Start with the volunteer center (ボランティアセンター) of your local social welfare council (社会福祉協議会). City pages say these centers handle consultation, information and registration, and some match volunteers with groups that need them.

Do I need volunteer insurance?

It is not stated as required. Kanagawa Prefecture's FY2022 leaflet lists a basic plan at ¥350 per person for April to March, sold at social welfare council offices. Premiums for 2026 are not confirmed here.

Does the basic volunteer insurance cover earthquakes?

No. The FY2022 leaflet says injuries from earthquakes, eruptions or tsunamis are not covered by the basic plan, but are by the ¥500 natural disaster plan.

Is there a fee to apply for permission to work outside my visa?

No. The Immigration Services Agency says no fee is charged for the application.
