What changed
The Cabinet approved an ordinance on August 25, 2026, under a revision of the Immigration Control and Refugee Recognition Act. Fees now depend on the period of stay you are granted. Metropolis lists these amounts:
| Procedure | Counter | Online |
|---|---|---|
| Stay of up to 3 months | ¥10,000 | ¥10,000 |
| 1 year | ¥33,000 | ¥27,000 |
| 5 years or more | ¥75,000 | ¥65,000 |
| Permanent residency | ¥200,000 | not available |
Before, extension and change fees were ¥6,000 at the counter and ¥5,500 online. The bands in between are not listed in the report; our renewal guide has the full list.
Who is affected
The date that counts is the day your application is received. Applications received on or before September 30, 2026 pay the old fee. Permanent residency applications must be filed in person. Reduced fees exist for people in financial difficulty, including recognized refugees. AFP reported hundreds of people queuing at a Tokyo immigration office before the increase.
